We've fixed the core issue, which was an issue with an upstream provider, and are waiting for things to recover. Message sending is back, but it will be slow for about 10 minutes.
Messages are currently not sending, and our developers are actively investigating the issue. We're very sorry for the inconvenience and we will update this page as we know more information.
