We've now resolved the incident. Thanks for your patience. Messaging and calling should be working as expected going forward. Messages sent between 9:00am -9:30am Central that failed because of this issue would need to be manually resent.
We've fixed the core issue, and are waiting for things to recover.
Messages are currently not sending, and calls are not able to be routed properly. Our team is actively investigating the issue. We're very sorry for the inconvenience and we will update this page as we know more information.
